Petitioners residing overseas in countries where the U.S. Citizenship and Immigration Service (USCIS) does not have a public counter presence, including the U.S. Embassy in Djibouti, are required to file an I-130 by mail with the USCIS Chicago lockbox:

Please be advised that, as of July 2, 2015, the U.S. Embassy in Djibouti no longer accepts I-130s for Yemeni evacuees and that any exception to this policy is made on a case-by-case basis in conjunction with other existing visa and passport processing and on advice of USCIS Rome.
U.S. citizen petitioners residing in Djibouti who believe that their situation merits an exception to this Department of State worldwide policy, may request such exception in an e-mail to ConsularDjibouti@state.gov.
However, be advised that almost all requests are currently denied by the U.S. Embassy in Djbouti in an effort to prioritize cases for Yemeni evacuees with I-130s filed before 2015.
